User would like to see the Resource, Type and Reason links in the SFDC Settings menu.
When a type has been linked to a resource, it will only be shown for the resources it is linked to. I.e. if resources A and B have downtime type X assigned to them, then resources C and D will not show downtime type X.
Where the confusion may be occurring is if a downtime type has not been assigned to any resource, then all resources will have access to it. I.e downtime type Z is not linked to any resources, so resources A, B, C and D can all see type Z.
You can see what downtime types have not been assigned by checking the Show Unassigned types checkbox. The same methodology applies for downtime type - reason links.
