The Access Connect service needs starting from the SQL server or application server. Please complete the following steps from the server:

Type services from the Windows menu and click on Services app

1. Remote onto the relevant server
2. Press the Windows key + S
3. Type services from the Windows menu and click on Services app
4. Select Access Connect Service
5. Click Start
